Certification guide
The Program Management Professional (PgMP)® is PMI’s advanced-tier credential for professionals who lead programs — coordinated sets of related projects, subsidiary programs, and program activities managed together to deliver benefits that could not be realized by managing them independently. It sits above the PMP and validates strategic decision-making at a scale where deliverables matter less than the outcomes and benefits the program produces.
Fewer than 5,000 PgMP holders are active worldwide. The credential attracts program directors, PMO leaders, and senior program managers accountable for strategic transformation — people whose success is measured not by whether individual projects finished on time, but by whether the organization got the outcomes the program was chartered to deliver.
PgMP is a rigorous three-stage process: application (with detailed program experience summaries), panel review (evaluation by PgMP-certified assessors), and a 170-question, four-hour scenario-driven exam. The panel review filters most applicants who describe project management rather than program management — a distinction PMI takes seriously.
Strategic Program Alignment
Domain I · 15%Initial program assessment against strategy, business case validation, high-level roadmap and financial framework, identification and quantification of benefits, and the program charter. Executives authorize programs based on charter content — strategic linkage, high-level benefits, milestone schedule, and costs — not on detailed plans. Regulatory, legal, social, and political constraints are evaluated here, before the program is authorized to move forward.
Program Life Cycle Management
Domain II · 44%By far the largest domain — nearly half the exam. Spans definition, delivery, and closure: chartering the program and its constituents, developing the program WBS and roadmap, deploying governance and standards, resource optimization across projects, integration, change management, performance analysis, variance investigation, and transition to operations. Expect scenario questions where a project-level answer and a program-level answer both look defensible; PMI’s expected answer is almost always the program-level one.
Benefits Management
Domain III · 11%The strategic heart of program work — benefits, not deliverables, distinguish programs from projects. The benefits realization plan, benefits register, sustainment planning for benefits that must persist beyond program closure, and the transition plan to operations all live here. Programs are managed to benefits: a variance in benefit realization deserves more attention than a variance in schedule or cost.
Stakeholder Engagement
Domain IV · 16%Stakeholder identification and matrix creation, structured analysis using interviews, formal agreements, and historical data, negotiation of support with clear acceptance criteria, tailored communication across diverse stakeholder communities, incorporation of stakeholder-identified risks, and long-term relationship management. Program stakeholder communities are broader and longer-lived than project ones — including operations who will sustain benefits after program closure.
Governance
Domain V · 14%Governance framework selection aligned with organizational structure, stage-gate reviews, KPI evaluation across risks, financials, compliance, quality, safety, and stakeholder satisfaction, escalation policies, lessons-learned repositories, and the integration management plan. Governance in PgMP is not oversight for its own sake — it exists to enable informed decisions about benefits, risk, and strategic alignment.
Our practice exam is built to the March 2024 ECO with domain proportions matching the real exam — Strategic Program Alignment at 15%, Program Life Cycle Management at 44%, Benefits Management at 11%, Stakeholder Engagement at 16%, and Governance at 14%. Every item is a scenario that asks what a program manager should do, not what a definition means. The pass mark is set to 65%, an honest raw-score equivalent for what industry consensus suggests PMI’s psychometric bar amounts to on this exam — high enough that you have to reason through the heavy Life Cycle questions, not luck in the light ones.
